PART-25
Is Our Economy In Tatters ?
In case of a calamity or in case of any war , the country which is in subject faces so many problems. The loss of money, loss of people and loss of production. All these parameters adversely affect any country. During present closure, the production of every sector has been negligible, expenses from the Government exchequer has been enormous. Sometimes it seems that money is flowing to save our people as if water low in the rainy rivers. Moreover , many of our people have lost their live in it. GDP and per capita income has gone down drastically . All these parameters clearly indicate that there are so many adverse effects on our National Economy. Even then we are sure that our position will improve in months and years to come. Our Economy is under pressure but it is in no way in danger.
Every Economy of the world is adversely affected by present misfortune of invisible ailment,
Closure has stopped production, worker is not gaining, while activities are not moving at all.
Money of people as well as that of Government is running out, as river flows into sea ment,
Fiscal parameters are in dismay but we will work hard and regain it, once we come out of call.
Can A Calamity Be Converted into an Opportunity?
Everyone in this world has seen Lock – Down for the first time in its various phases , then Unlock in various stages before reaching fully normal stage. Everyone has experienced so many changes in all these situations. While reading the shortcoming, negatives and difficulties they all have perceived some positive and favourable aspects coming up in all these durations. One analytical reading published in some papers indicate that the Environment of most of the places including our National Capital has improved very much. It does create a hope in most of our thinkers’ minds , just by perceiving that everyone is respiring pure air now a days. It is very nice to see and say that we are in an environment with pure air, presently but it gives rise to so many challenges in front of us.
Closure of everything, unique on our Earth, has disturbed roots and leaves of life of mankind,
There are so many changes during and after it, which will have their effects, for years to come.
Improvements in environment are really very nice for life, pleasing every physique and mind,
The World is supposed to become happy just by getting a pollution free atmosphere awesome.
It is really very positive aspect to note that most of the State Governments are thinking that it is their moral responsibility to provide work to those workers who returned back from various big cities during Lock- Down. most of them have started mapping the workers’ talent or skill with jobs available in the areas. In the process , these states are also evaluating their capacity and ability to provide jobs to the unemployed youths. Workers who returned back to their native places in distress, will get jobs in or nearer to their villages , is a nice aspect to note.
Distress has forced them to leave their old settled jobs and migrate back to their native base,
Their skills and experiences have been noted for consideration, when jobs arise in later dates.
Mapping of talent to task is being done, to deploy them in future jobs , on basis of case to case,
Only time will tell the real outcome of such try, but all seems to be very nice for these candidates.
It is a simple social process that persons willing to work are leaving their villages to go to big cities or industrial areas, where they get jobs. where ever they work, they add their labour and skill to improve that place. In turn, they reduce fiscal burden on the economy of their native places. But there seems to be an emotional vacuum in their absence. The main reason for their such departure from their native places is that there are very less or no opportunities for them to work and earn. This has been a simple socioeconomic process since long but this time it was disrupted by the Corona Calamity.
It is ongoing simple process of workers leaving their villages to go and work somewhere else,
It is not new but was never taken as a crisis to think about, by time tested in charge persons.
Should our able Governments establish avenues to generate jobs , where workers are , else,
Provide residence and life needs to the dependents, where jobs are available to such persons.
According to the latest census conducted in 2011, there were about 45 crore workers who work away from their native places. About half of these are from UP, Bihar , MP and Rajasthan Most of them are from Uttar Pradesh and Bihar. About two Crores of them have returned to their native places during present Lock Down. Most of them are now not willing to go away from their villages. In Uttar Pradesh where most of them have returned , the State Government has taken so many steps to adjust them.
These workers who returned to their villages will be adjusted nearer to them , seeing skill,
Jobs are being generated by the system and working hands are being mapped to them all.
Every possible effort is being done to deploy them, to fulfill two targets prevailing there still,
First is overall development of the area in thinking and second to provide jobs to them all.
All the workers , who returned home have been listed and their skill mapping carried out. This process will ease their deployments in days to come. Most of such workers are skilled and their deployment is a challenge as well as an opportunity for the system. In most of the rural development work, there seems to be a big requirement of unskilled workers. While those who are skilled workers like electricians, fitters, house construction related workers and tourism related , they need proper attention for their suitable deployments.
Every area , be it rural or else , has its targets for development , on time bound basis,
This requires planning, financial arrangements, labour, then implementing on ground.
Workers have already arrived, now both the parameters are striving to solve their crisis,
The initiative needs to be taken to bring workers to the work, to get progress all round.
So many such workers are of the opinion that they will not get wages according to their skill and caliber. They have two options either to go back where from they returned during calamity or to work in those fields which they left while going out of their respective villages. The main problem of workers is the loss of their bargaining power regarding wages, which is a big ask. This calamity has created a situation that one has to secure one’s life first, then to bargain for betterments. Some of them will compromise in lesser wages to live in their villages and others who will return to their distant jobs will bargain from their employers the better facilities for life, like housing and others. This is better signal for future of workers .
A thinking of insecurity and fear of fetching insufficient wages there , that too not for ever ,
Can they maintain their bargaining power ? according to their acquired experience and skill.
Will they have to go back to those, who worried them in gloom, or to sharpen their ndeavour?
To work on their old turfs, which they discarded long back , to do a little better per their will.
